I am looking for a free online editing software that allows you to change the resolution on a photo.
I looking for one besides GIMP that is easy to use.

No powerful software is easy to use. Any photo program will allow you to reduce the resolution of an image by resizing or reducing the quality of the JPEG conversion in some way.

When saving any of your manipulated image files remember to Save As . . . under a different file name so you do not overwrite your original

Reshade is "supposed" to do a good job, but there are limits to how far you can do this to any photo. I have never used this site, but others say it works well:

Reducing the size of an image will reduce its resolution. Saving the image as a JPEG using higher compression will reduce the file size, but not the resolution.
Why do you want "online software" when GIMP will do that easily without requiring too much knowledge or skill. Just click Image < Scale Image < change the size, click Scale. What could be simpler than that!
If you insist, you could try hxxp: www. photoshop. com which allows you to do basic editing, including crop and rescale.
