I hate gimp -- and use Linux where it's usually installed by default -- however I feel a few comments beyond what the above poster said are warranted. Gimp is a program, not a website. It opens and manipulates a very wide variety of file formats you can save to disk in the format you opened them or in formats you choose which they support. In addition you can paste in bitmaps from your clipboard or scan things in through your scanning software. Again, it is not a website and doesn't pretend to be. To publish, you have to call up other software.
