GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring. It works on many operating systems, in many languages.

In Gimp, no external input devices are recognized. Is there a way for it to recognize the touch screen as one of those devices?

It's doubtful. Usually the best way to do that sort of thing in gimp is with a graphics pad.
